Violence mars 2nd day of Chile's nationwide strike (AP)

SANTIAGO, Chile ? Tens of thousands of Chileans marched peacefully Thursday demanding profound changes in the country's heavily centralized and privatized form of government, while smaller groups broke away to fight with police. More than 450 people were arrested and dozens injured.

Union members, students, government workers and center-left opposition parties took part in the final day of a nationwide two-day strike, which included four separate protest marches in the capital and demonstrations across Chile. In many areas, families grabbed spoons and spilled into the streets to join in noisy pot-banging shows of support.

President Sebastian Pinera's ministers sought to minimize the impact. Police estimated Santiago's crowds at just 50,000 and said only 14 percent of government workers stayed off the job.

Union leaders claimed 600,000 people joined demonstrations nationwide. Raul de la Puente, president of the government employees union, said 80 percent of his members joined the strike, at the cost of two days' pay.

Pinera called the strike unjustified because Chile's economy is growing strong and providing more opportunities. He also said he remains open to those seeking dialogue, although his administration has refused to discuss some student and union demands, arguing the real work of reform must be done in Congress.

What began three months ago as a series of isolated classroom boycotts by high school and university students demanding education improvements has grown into a mass movement calling for all manner of changes in Chile's topdown form of government.

Protesters now want increases in education and health care spending, pension and labor code reform, even a new constitution that would give voters the chance to participate in referendums ? a form of direct democracy previously unthinkable in a country only two decades removed from a 1973-90 military dictatorship.

"As long as there aren't responses from the executive to the demands, this movement will continue," university student leader Camila Vallejo vowed.

Polls taken before the strike say the majority of Chileans side with the protesters, although it's unclear how the violence will affect popular sentiment.

Chile's much-praised economic model of fiscal austerity and private-sector solutions has failed to deliver enough upward mobility to a new generation whose members see how their country compares to the rest of the world, said Bernardo Navarrete, a political analyst at the University of Santiago.

"The promise that they have made us during the military regime and during 20 years of the (center-left) Concertation (government), and during the era of Pinera, is that education was a way to climb up in society, and the students noticed that this wasn't true," Navarrete said. "They know that Chilean universities are the most expensive places to study, that advancing in higher education depends more on the university you leave than your own merits, that success isn't guaranteed."

Some of Pinera's ministers tried to reach out to people who feel they can't afford the quality education that Chile's best private institutions provide.

Economy Minister Pablo Longueira told a meeting of executives Thursday about a father who told him that he could afford to send only one of his two children to college. "If this was my reality, I would be marching as well," Longueira said. "This is what we have to change in Chile."

Others in the ruling coalition took a harder line. The governor appointed by Pinera for the Bio Bio region, Victor Lobos, blamed the protests on unwed parents, saying 65 percent of Chilean children now are born outside marriage.

"Today Chile is a country without family. I warned this would bring social conflicts to Chile," Lobos said. "A child that doesn't receive anything, doesn't receive affection, the loving attention of a father and mother and their protection, shows up in the streets with hate."

EDISON, N.J. ? Hurricane Irene is forcing the PGA Tour's first playoff event to be reduced to 54 holes.

Slugger White, the tour's vice president of competition, says up to 10 inches of rain is expected Sunday. That would make it impossible to get in 72 holes at The Barclays. The plan is to play the third round early Saturday and finish before the rain arrives.

It would be the first 54-hole tournament since the FedEx Cup playoffs began.

White says if the third round cannot be finished Saturday, the tournament would revert to 36 holes to determine which 100 players advance to the second playoff event next week in Boston. He was not sure if a 36-hole tournament ? should that be the case ? would be counted as an official win.

EDISON, N.J. (AP) ? Matt Kuchar returned to beautiful sunshine and a birdie Friday morning to take the lead at The Barclays.

Kuchar, who won the opening FedEx Cup playoff event last year on a different course, was among 51 players who did not finish the rain-delayed first round. He drove into a greenside bunker on the reachable par-4 18th, blasted out to 3 feet and rapped in his birdie putt for an 8-under 63.

That gave him a one-shot lead over Harrison Frazar and William McGirt, who also had to finish his round in the morning.

McGirt had made seven birdies in an eight-hole stretch when play was halted by darkness Thursday night. The birdies disappeared when he got back to Plainfield, and he bogeyed the 17th before hitting just short of the green on 18 for an easy birdie. Frazar shot his 64 Thursday.

Players had only a half-hour before they headed back out to start the second round.

Even in such perfect weather, the future of the Barclays was gloomy. Hurricane Irene is on a path up the Eastern seaboard, with a forecast for rain and wind starting as early as Saturday and into Sunday.

The hope Friday was for everyone to complete 36 holes to make the cut. Tour officials were meeting Friday morning to figure out how to proceed with the rest of the tournament, with a 54-hole event one possibility.

That would not be unusual, but this is not a typical event.

Only 125 players qualified for the FedEx Cup, and The Barclays is the first of four tournaments that lead to a $10 million bonus for the winner. The top 100 players in the standings advance to next week at the Deutsche Bank Championship outside Boston, and there is a feeling that a full, 72-hole tournament should be played.

And because the Boston event doesn't start until Friday ? it traditionally has a Labor Day finish ? one possibility was to finish on Tuesday.

For now, all they can do is play.

Because of the rain ? nearly a three-hour delay Thursday, after some 10 inches of rain over the previous two weeks ? Plainfield was soft and ripe for good scoring. Only 44 players failed to break par in the first round, and the field average was 69.5.

Kuchar won The Barclays last year at Ridgewood.

"It's great being defending champion and coming out with a nice start, 8 under, with some good playing," he said before heading out for his second round. "The conditions were there. I think there are going to be a lot of low scores over the next couple of days."

Some players were in dire need of such good scores.

Padraig Harrington, who narrowly qualified at No. 124 in the standings, opened with a 65. That counts as his best score of the year. The 65 he shot in the opening round at Abu Dhabi ended with disqualification when it was deemed through high-definition TV that his ball had moved ever so slightly while addressing a putt.

Ernie Els, who was at No. 118, opened with a 68. Els is among five players who have reached the FedEx Cup finale at the Tour Championship every year since this format began in 2007.

Phil Mickelson had a disappointing end to his round of 67, even though he made birdie. The tees are moved up this week on the 18th hole, making it play about 285 yards up the hill with a slight bend to the left. Mickelson hammered a tee shot that settled about 6 feet away, but he missed the putt and settled for a birdie.

3 arrested in Pakistan over US man's abduction (AP)

LAHORE, Pakistan ? Police say they have arrested three people suspected of belonging to the gang that abducted a 70-year-old American development expert in Pakistan earlier this month.

Lahore police chief Malik Ahmed Raza said Wednesday the arrests were made after officers tracked cell phone numbers. He gave no more details.

Warren Weinstein was seized by up to 10 gunmen from his home on Aug. 13 in the city of Lahore.

Authorities have not said who they believe seized him, though Islamist militants or criminal gangs seeking ransom are both possibilities.

Open Platform Drives Personal Robotics Boom | Tech the Future

Robotics could be the next transformative technology. But the industry needs an open platform model to drive rapid innovation and consumer adoption, argues Ryan Calo.

Assembly lines are often entirely run by computer controlled robots. In warfare drones take over surveillance tasks and even kill. Or, geared toward a more peace-oriented purpose, the machine dismantles landmines like this cool robot.

Personal robots closely interact with humans in the private sphere, like domestic robots that?ll clean your house and robots that assist physically impaired people. This segment of the robotics industry is rapidly growing, says Ryan Calo, a scholar at Stanford?s Center for Internet and Society. In an interview with Jerry Brito in the Surprisingly Free Podcast,?Calo predicts that by 2015 personal robotics will be a 6 billion dollar industry.

But to create the right circumstances for the industry to flourish decisions need to be made now.

Calo proposes open robotics as opposed to closed robotics to incentivize rapid growth. A closed robot is designed to perform a single task, it runs on proprietary software and neither its hardware nor its software can be adjusted by the user. An open robot is the opposite of all those things: it is designed to be able to do multiple tasks, it accepts third party software and the user can tinker with the hardware and add new modules.

The reasons for favoring an open platform become obvious when comparing robotics to the pc and mobile industry. At the dawn of the computer era manufacturers saw no other market than big companies who could afford hundreds of thousands of dollars for room-sized data processing machines. Only with the arrival of the Altair 8800 microcomputer in 1975 did it become clear there was a hungry consumer market.

The famed introduction of the Altair was an ad in electrical engineering hobbyist magazines like Popular Electronics. Model kit seller MITS expected a couple of hundred orders from dedicated tinkerers for the DIY computer kit. But within the first few months the orders had already ran into the thousands.

The Altair had no clear purpose but people were itching to get there hands on the powerful machine and figure out what they could do with it for themselves. Each newly devised purpose was shared by its inventor either for pay or out of enthusiasm. And each new purpose attracted new users and sparked new innovation. A dedicated purpose machine would never have unleashed the creativity and combined innovation of a diverse community consisting of individuals, businesses and academics.

This distributed innovation model disperses the risk for manufacturers and research institutions when it comes to R&D investments. Instead of spending resources on a fully functional robot which may or may not become a bestseller, R&D divisions can build components for existing platforms which have proven their worth.

An open platform also invites third-party software developers. Not only does this constitute a lucrative industry in itself, it also greatly enhances the gimme-gimme factor for people. A phone that can boost 350.000 apps is just more appealing than one that offers only 2.000. The mobile phone market shows that opening up a product to third-party developers it is mutually beneficial for all parties involved: users, manufacturers and developers.

A third aspect of open robotics, says Calo, is hardware modularity. The ability to add or remove parts. It allows users to modify the robot to their specific need. Perhaps you want to swap the indoor wheels of your housebot for an all-terrain undercarriage so the bot can come along when you go fishing. It also invites third-party manufacturers to specialize in specific robot parts like grippers or sensors.

Calo advises the robotics industry to start making decisions about these issues now. Because if the personal robot boom starts in 2015, now is the time to think about technology standardization and shared infrastructure.
