Experts Debate Congress' Authority Over Health Insurance

States are continuing to press legal challenges to President Obama's health care overhaul law. A Florida judge's decision to throw out the law is now before a three-judge panel of the 11th Circuit Court of Appeals in Atlanta. A key issue is whether the government can require Americans to enroll in health insurance.
