Prince Harry set to become comic book hero (Reuters)

NEW YORK (Reuters) ? Britain's Prince Harry can add comic book character to his list of accolades as a new comic based on his life is set to be released in August, publisher Bluewater Productions said on Thursday.

"The Royals: Prince Harry" is the latest release from Bluewater's 'Royals series' that was launched at the same time as Prince William's royal marriage to Kate Middleton in April and houses titles like "The Royals: Prince William and Kate Middleton."

Harry, who is third in line to the throne, joins other well-known figures, including pop stars Lady Gaga and Justin Bieber and soccer player David Beckham, to have his life story adapted by Bluewater into a comic book.

In a statement the publishing company promised the comic would include Harry's "upbringing with his mother Princess Di and his father Prince Charles, to his wild partying and his military experience."

The publisher will offer two formats: A 32-page comic book and a special collector's graphic novel. They are set to be released on August 24 at comic book stores and online outlets.

The Journey is the first book in Wanda Brunstetter's Kentucky Brothers series. I started reading this thinking I was coming into a series well under way, so it was surprising to see it's the first. The author throws a few punches along the way making it stand out from most Christian novels. Most readers will find themselves stunned by a couple of the twists and turns.

In The Journey, Titus Fisher is heartbroken when his long-time girlfriend up and leaves Amish country for a new, exciting life in California. After Phoebe begs him to join her and he tells her he's not interested in leaving the Amish way of life, he accepts a job in Pennsylvania helping out in a family-run wood shop. There he is stunned to meet the owner's daughter who closely resembles Titus' ex-girlfriend.

While he first acts cold and almost hateful towards Suzanne Yoder, Titus soon comes to find that she's nothing like Phoebe. As his feelings grow, he begins to wonder if Suzanne is the woman God intends Titus to marry. Just as he's getting use to his new life, Phoebe realizes she misses him and reappears saying she's ready to marry.

The pacing of the story kept me involved, but there are a number of characters. Titus's mother and father were married before Titus came along so he has a number of half-siblings, full siblings and their wives and children. There is a family tree in the front of the book to help things along, but for the first couple of chapters, I found it difficult keeping up with the who's who aspect. Then the story does make frequent jumps from Kentucky to Pennsylvania and back, so you have to remember which sibling is in each state.

My only other complaint is the frequent use of Penn-Dutch/German terms. It almost came across as though the author threw them in simply to show off some of the terminology. I didn't see that the terms added much to the story at all, in fact I often found them to be distracting.

I still enjoyed the story and look forward to the next chapter in the Kentucky Brothers' lives.

Teaching Personal Finance and Financial Stewardship in Missions ...

Coins and CashOne area that I am increasingly challenged in with regards to what we are teaching in our schools in Youth With A Mission (YWAM) is the area of personal finance, or financial stewardship. Debt is something that is crippling to missionaries and missions agencies when it comes to being released into what God has for them.

Even though personal and organisational debt is something that limits so many people in fulfilling God?s plan in their lives, it is not something that I have seen talked about much in teaching or schools in YWAM. Sure, there is a lot of talk and content about support raising for missions, but I have not seen nearly as much content created about personal financial stewardship.

Personal Finance and Financial Stewardship Training

There are many programs out there that can be implemented personally, or in our schools in YWAM. Two that I have been looking at are the Dave Ramsey Total Money Makeover, and more recently Lazarus at the Gate, an Economic Discipleship Guide.

Both of these programs are things that could be very easily implemented on our schools in YWAM, whether it be on the YWAM Discipleship Training School, or a school like YWAM Denver?s Phase II / School of Ministry Development (which does offer a section on Stewardship in their curriculum). They are also programs that could be implemented with regular staff training and equipping that should be constantly happening are all YWAM Centres.

Dave Ramsey, Total Money Makeover

This is a program that I am very familiar with and one that my wife and I are trying to implement in our own life. The centre of the plan is the seven baby steps:

  1. $1000 Emergency Fund
  2. Pay off all debt with the Debt Snowball
  3. 3 ? 6 Months of expenses saved.
  4. 15% Retirement Savings
  5. College / Education Fund for Children
  6. Pay off home early
  7. Build wealth and give

In addition to teaching these seven steps in his book The Total Money Makeover, there are other teaching packages and programs that could fit very well within a missions setting.

Some of the different programs are Financial Peace University and Generation Change. Here is a video explaining Dave Ramsey?s Generation Change, which I think could fit very well into a program like the YWAM Discipleship Training School:

Generation change is geared towards youth groups, which could suit the discipleship training school audience.

The other, and possibly better option for missions training schools like those offered in YWAM, is Financial Peace University. Financial Peace University has been used successfully by churches, companies, communities and non-profits to help people learn how to control their money.

I find Financial Peace University for Non-Profit Organisations to be especially interesting for missions organisations. Below is the video specific to non-profits and how Financial Peace University has helped them with their students, staff and clients:

Lazarus at the Gate, an Economic Discipleship Guide

Lazarus at the Gate is a small group discipleship experience designed to impact global poverty.

While the Dave Ramsey program is a commercial operation, Lazarus at the Gate is an open source curriculum designed to be used by small groups to explore what the Bible has to say about personal finance. There are numerous resources available from their web-site, Simple Living for Just Giving ? Resources, including curriculum for adults, curriculum for students and a series of devotionals.

During the 12-sessions of the adult curriculum the participants are encouraged to make four different individual commitments:

  • Spend joyfully
  • Spend justly
  • Spend less
  • Give more

With the curriculum being open source there is nothing to stop the curriculum being rewritten from a missions perspective.

Lazarus at the Gate has the advantage over the Dave Ramsey material in that it is free and open source, but would require more work on the part of the facilitator to implement. The Dave Ramsey material has the huge advantage in the quality and breadth of material and resources provided with their different courses, including full training DVDs, CDs and more.

I think that either one could be a good option to implement in a missions training program.

As missionaries personal finance is not something that we should take lightly. It is an area that the enemy can use to rob us of God?s desires for our lives. How we handle our personal finances shows a lot about our character and what we place value in.

Things I Liked:
This book was a lot of fun to read.? Abby was a regular girl, until she discovers her power.? But, she still felt very much like your average tween looking to figure stuff out.? The magical aspect of the book will appeal to fans of Savvy and The Girl Who Could Fly and the humor and fun will appeal to everyone else.? A sweet and silly book that will have kids wishing they could figure out what their odd power is.



Things I Didn't Like:
I have to admit, the book seemed pretty forgettable (despite its silly premise) and it certainly lacked the personality and spunk of the two books mentioned above, possibly because of the adult narrator aspect.? It also was a bit predictable in the story, as I was quite sure of a few things almost from the start.? Still, it will make for a fun fantasy read for younger tweens.

How to Go Camping Minimalist Style | How To Help Guides

Minimalist camping may sound redundant given that many people go camping to get away from our heavily materialist lifestyles. However, when you consider all the camping gear that's marketed at those who love to camp, it is possible to end up lugging a substitute for almost everything in your house and to finish by setting up a mini-castle away from home. Where's the fun in dragging all your chores and stuff with you?
Minimalist camping is as much about mindset as it is about gear, and allowing yourself the space to just get going is the most liberating aspect of all. Show the over-packers and consumerist campers just how minimalist camping should be!

Minimalist camping is about eschewing the increasingly wide range of homelike comforts that are being sold as camping gear. By definition, a minimalist camper is not a gear-oriented camper and is often a person who finds just walking into camping retailers an overwhelming experience, let alone lugging all that additional stuff about! The trouble with all this gear is that it clutters your experience from the beginning (what to take, what to leave, etc.), it weighs down your transport, and it compels you to have experiences that are directed by the gear rather than allowing yourself to be led by the natural wonders around you. By leaving more stuff home and taking less, and being more prepared to make do, you can have an incredible minimalist camping experience.
  2. Allot one small to medium bag per camper only.Allot one small to medium bag per camper only. Anyone under 10 gets to share a bag together, and kudos to anyone over 10 who agrees to do the same. The less bags, the less stuff already. Within that bag, each person has to accommodate their clothes, shoes, bathroom needs (including towel), entertainment needs, and anything else not directly related to the setting up of the campsite itself. Set the challenge and tell them that there is no more room. And veto large bags!
    • Have a basic rule that if the packer can't carry their own bag for five minutes without wanting to put it down, they can't take it with them but must lighten it.
  3. Work out what you need at the campsite.Work out what you need at the campsite. To survive comfortably for a few days through to a few weeks, the basics you need would include:
    • Accommodation: the tent, or two or more tents if a large group plus groundsheet. Only take enough tents for the amount of people ? you don't need additional tents for living rooms, kitchens, and whatever else (if you do, then book cabins and avoid camping). You may want a general purpose tarp as well, for all sorts of possibilities.
    • Sleeping gear: per person you'll need one sleeping bag. Extra cold people can bring along either a warmer sleeping bag or an additional space blanket.
    • Clothing: Be prepared to wear clothing more than once (use deodorant) and to layer to accommodate changing temperatures.
    • Cooking gear: Keep it really basic. One small camp stove (and fuel), one to two pots, one pair of tongs and some bowls, eating utensils (mess-kit), plates, sharp knife and cutting board, and a few cups for drinks as well. Foil is excellent for lots of possibilities and while one tablecloth can be handy, you can also use newspaper from occasional reads. Have a small amount of detergent (suitable for the natural environment) and a dish cloth too. If you have cans, bring along a can opener (these can also be attached to pocket knives) and a bottle opener is useful. You can forgo the camping stove and just cook with a fire (remember the matches) provided you're a competent fire maker. Also have a basic ax or similar tool for wood chopping.
    • Lighting: One flashlight or headlamp per person. If it's not, go to bed early, talk in the dark until you fall asleep, and get up early. You'll love it.
    • Basics: Insect repellent, toilet paper, rope, trash bags, small sewing kit, essential medications, first aid kit, and sunscreen, and perhaps a mosquito net if warranted where you're headed. Anything more and you're getting too fancy.
  4. Work out what you don't need at the campsite.Work out what you don't need at the campsite. There are many things that you don't need but that are heavily marketed at luxury camping additions. Some of these include:
    • Coffee makers and any other appliance that has been repackaged for camping purposes. Do you really need an espresso or are you ready for camp coffee?
    • Folding tables and lounge chairs. Perhaps a folding stool is useful but keep the dining room and lounge room furniture at home. Many campsites provide tables and seating, and nature provides logs, stumps, and other natural objects that your imagination can make good use of. And if you get a Thermarest? sling, you can turn your sleeping mat into a seat without much ado; even that's overkill for some, as you could also just lean the mat up against a rock for comfort and seating!
    • Fancy large lamps, heaters, or anything powered. If these are your thing, perhaps hiring an RV is a better choice, especially if you're trying to also bring along the satellite dish.
    • Anything fancy and not something your grandparents would have known when they went camping. This test will help you to leave lots of gear at home.
  5. Cut down on the bathroom needs.Cut down on the bathroom needs. All you need is your toothbrush, some toothpaste (share a tube with everyone of the same gender as it's easier in the same bathroom facilities), one bar of soap, a small bottle of shampoo (and conditioner if you really need it), and deodorant. Dental floss is great for both teeth and lots of things that need tying up, and doesn't take up much space. There are even more hard core versions of washing your hair, such as only using soap or water, or not bothering to wash it at all; the choice is yours. One face washer should do you for cleaning the eyes and face and one for the genital region for those mornings when there is no shower facility and these can be washed and dried during the daytime. Leave the hair/body/bath gels, perfumes, hairspray, mousse, bubble baths, shaving gear, depilatory items, etc. at home. You're camping, and you're going to smell like nature, campfires, and sweat very soon, so it's best to get used to it!
    • Remove all underarm hair and leg hair before you leave and then just forget about it. Sure it'll grow a bit but remember ? you're camping and life is back-to-natural.
  6. Minimize the food selection.Minimize the food selection. There are plenty of possibilities in the camping food section and the supermarket but you can easily get carried away on the food front, with too many seasonings, too many cans, and too many gourmet packages of some camping food you've espied and thought might taste great. Stick with what you know works when camping, and that's the basics.
    • Make a small kit consisting of a small bottle of olive oil, salt and pepper, paprika or chili powder, small soy sauce, and one seasoning of choice as the basic cooking kit.
    • Buy drinks such as milk, water, juice, and beer as you need them. There is no need to be lugging along anything other than some drinking water for the car journey.
    • Buy fresh fruit and vegetables while camping. Use local farms as your supply source.
    • Avoid having too many processed foods. Some cans of beans can be helpful but not an entire range of canned foods.
    • Use dehydrated foods to add dried vegetables to dishes you're cooking.
    • Oats and wheat biscuits make good breakfast cereals.
    • Rice, pasta, and quick cooking grains are important basics.
    • Tea bags and instant coffee pouches are useful. Sure, you may love your perfectly brewed coffee but you're camping, not cafe lounging.
    • Catch your own fish. If you hunt, hunt your own food in legitimate places, or purchase locally slaughtered meats. Jerky is also useful to take along.
  7. Be tough on the fun equipment.Be tough on the fun equipment. Only take what you know you will actually use and not a whole lot of "we might use this if we take it". Carting the kayak, bikes, Frisbees, balls, badminton set, scooters, swimming toys, water polo set, volleyball net, card games, board games, electronic gadgets, and goodness knows what else all takes up room and worry space on your travels, as you have to consider where it will fit and whether it is in danger of getting broken, lost, or stolen. How is that going to ensure a peaceful camping trip away?
    • Good small fun items for the minimalist camper include a pack of cards, a set of storytelling dice, a Frisbee, and your swimsuit.
  8. If you're a keen stargazer, a telescope might be one gadget exception but keep it small!Consider banning the electronic gadgets. You've had access to them all year round. Just why do you need to take them camping? The laptop risks being dropped, getting dirty and having water soaked all over it ? ditto the iPad and maybe even the portable music player. As for a DVD player in the wilds? By this stage, it's not so much camping as trying to put up with the experience! Get wild and leave the electronic gear at home.
    • Rediscover conversations, story-telling, drawing in the sand/soil, and stargazing. None of these activities require complex gear.
    • A cell phone for safety is okay but turn it off. It's out of bounds for games, work emails, and internet access (unless you're looking up how to put up your tent).
    • A camera is probably the one exception; documenting the beauty of all you see and the happiness and tribulations of your fellow camp companions is definitely worthwhile.
  9. Improvise to maintain simplicityAdapt and extend yourself. Learn new ways to do things that you haven't thought of before. This is good for your creativity and sense of resourcefulness. So, you don't have a stand for your cooking pots? Improvise and make one from rocks and logs. You haven't got a watch to tell you the time? Tell the time using your hand. No bowls for dessert? Wash the ones you used for soup first and reuse them for the same meal. There are so many things that you can improvise and be resourceful about, that this is in itself a fun and exciting part of minimalist camping.
  10. Enjoy the experience of minimalist camping.Enjoy the experience of minimalist camping. If you head out to camp with the mindset that you're depriving yourself of luxuries and comforts, you're unlikely to enjoy yourself. On the other hand, if you have the mindset that you have enough for surviving, plus some treats, and that the real purpose of the trip is to rediscover nature and your resourcefulness, the trip will be enjoyable and a healthy, rewarding challenge. You will learn much and discover things about yourself and your fellow camping companions that you didn't know before and that is something gear can't ever give you.

  • Practice how to build a fire and put up a tent at home before leaving. That way you won't feel so nervous about not being sure you can rely on your own skills! You might even like to try out a few camp stove meals before going but usually that's not so hard to learn while camping.
  • Prefer the towels that are small but soak up water dramatically.
  • Follow a checklist so that you don't over-burden yourself with stuff.
  • After every camping trip, revisit your camping list and cross off anything you thought wasn't useful or could be substituted by using another item already on the list. In this way, you can continue to hone down the list until you reach your almost-perfect minimalist camping list for future trips!
  • Camping checklists will vary dependent on your destination and the season; consider keeping different ones on your computer for ease of revisiting and updating as required.
  • If you're doing plein air painting, minimalize your camping gear to make it easier to carry your art gear. Be sure to carry your painting gear on a long hike around home before bringing it on a camping trip to make sure it's light enough to handle. Your first trip you'll probably bring too much, but as you get more practice with your chosen plein air medium you'll discover which tools are essential and which ones don't even get used. If you've never tried outdoor painting before, watercolors are the most compact, lightweight medium to use. Just bring a pocket set or a few tubes, some travel brushes and a watercolor journal.
  • If you plan to broadcast your minimalist camping experience online, bring a small netbook rather than a heavier laptop. It will still give you online access and carry the stream but size and weight matter a lot when hiking. Or use a smartphone to carry the stream, it's even smaller. Be sure there's cell phone service in your camping area for this approach and try to reduce the total number of gadgets. A smartphone with a camera built in is better than a separate camera, netbook and cell phone.
  • The best time to discuss what can be left behind next time is at the end of a long hike bringing it all back from the campground. Everyone's going to want lighter packs next time.

  • Be sure to take along all necessary medications; being minimalist isn't about denying reality. The last thing you need is an allergic reaction to a bee sting or an asthma attack and you've not brought your medication.
  • Build up to minimalist camping gradually. If the point of the trip is a bike tour, don't leave out the bikes. Make a list of what you wish you'd brought and compare that with the things you brought and didn't use. Refining your gear till it's personal and optimized for the real habits and personalities of everyone who regularly goes on the trip can make minimalist camping a wonderful experience.

Rangers Game Reminders and Ranger Tickets | Articles Mesmerizing

Hockey is such an exciting sport to watch, especially when the Rangers are involved! I try to get my Rangers tickets whenever I can so that I can see my team play live! The thing is, when getting a Rangers ticket and watching the game live, it pays to be familiar with some basic rules and behaviors so that you are somewhat assured of a good time. Every time I have a Rangers ticket, I make sure I do the following:

1. I wear warm clothes- although it can be a warm day outside, it may be a different story once you?re done getting your Ranger tickets and you?re in the stadium. Of course its going to be cold, as ice is involved! I always make sure to bring a scarf and a hoodie so I am comfortable while watching my favorite team play.

2. I am considerate of other fans there- I know that after I have bought my Ranger tickets I have every right to be there as the other guy. However, why make enemies when I can make friends with them instead? I make sure I am in the right area and the correct seat beforehand. I see to it that I do not behave too loudly or am too obnoxious that the person sitting next to me is disturbed. I also make sure to get my food and go to the bathroom before the game begins, so that once the game starts, I am comfortable in my seat and don?t have to go out.

3. I bring as little with me as I can- I don?t really watch Ranger games with a lot of excess cash or jewelry. I don?t want anything to be stolen from me and ruin my night. Instead, I try to bring as few things as possible, and bring only the things that I absolutely need, like my cellphone and a little cash. It?s just safer when you do it that way!

Pasta Magnifica ? Effie's Food Corner

This is a pasta dish with lots of flavor and color and it?s super easy to make?Just a few simple steps to follow and presto! Dinner is served! :) Your dinner guests will be impressed and they?ll thank you for serving them this heavenly meal!

(4 servings)


Ingredients:


500 g (1 lb) pasta of your choice

250 g (? lb) diced bacon
1 yellow onion (finely chopped)
1 large bell pepper (any color) (diced)
300 g (10 oz) canned sliced mushrooms (with liquid)
15-20 Kalamata olives (pitted and finely chopped)
1.5 tbsp concentrated beef stock
2-3 tbsp olive oil
200 g (7 oz) feta cheese (cubed)
2 tbsp tomato paste + 1.25 dl (? c) water
1 tsp salt
0.5 tsp ground black pepper
1 tsp dried oregano
1 tsp dried thyme
2 tbsp fresh or frozen basil


1. Bring a large pot of water to a boil, add 1-2 tsp of salt, and cook the spaghetti according to the package instructions.
2. Heat oil over medium-high heat in a large nonstick skillet.
3. Put the bacon in the pan and cook until brown and crispy.
4. Reduce the heat to medium and add the onion and bell pepper and cook until tender.
5. Add the mushrooms with liquid, the olives, the beef stock, the tomato paste+water, salt, pepper and herbs and stir well.
6. Simmer for 10-15 minutes over low-medium heat.
7. When the sauce is just about ready, add the feta cheese and stir it in gently..you don?t want feta cheese pur?e.
8. Toss pasta with sauce.
9. Serve with extra basil on top, garlic bread, and a fresh salad.



(Tip: If you don?t like the smokey flavor of bacon (personally I love it), then you can substitute the bacon with pancetta.)

London tests Olympic security plans for 2012 (AFP)

LONDON (AFP) ? Police and key organisations involved in the London 2012 Olympics have launched tests to prepare for any possible terror attack, the police officer in charge of Games security said.

"We recognise the terrorist threat could come from anywhere," London police's Olympic security coordinator Chris Allison told AFP, after a press conference on Tuesday to unveil a series of exercises which will run over the coming year.

The Olympics will see the biggest ever peacetime policing operation in Britain amid fears that terrorists could attack an event which will attract huge attention worldwide.

The threat level from international terrorism is currently ranked at severe, meaning an attack is highly likely. It is only one notch below the top level, critical, which means that an attack is imminent.

Islamist extremists are considered a major threat to London. Al-Qaeda-inspired bombings on the city's transport system in July 2005 killed 52 people.

Northern Irish dissident republicans -- who are seeking to destabilise the province's peace process -- have ramped up their activity in recent months and could also pose a threat to mainland Britain.

The security tests will include a live counter-terrorism exercise, to be held early next year, and meetings between the heads of police, emergency services, Olympic organisers and government departments to ensure they coordinate their response.

"We've looked at the various attack methodologies the terrorists have used in the past and we've used that to inform the plans," said Assistant Commissioner Allison.

Detailing the tests at the Scotland Yard headquarters of London's Metropolitan Police, Allison acknowledged that terrorism "potentially is the biggest" threat facing the Games.

Home Secretary Theresa May insisted that the government would "leave nothing to chance" when it came to security at the Games.

"The testing of our plans, structures and responses to ensure they can deal with any incident is vital," she said at Scotland Yard.

She denied that cuts to the police as part of reductions to public spending would affect the security operation.

"It is possible to make significant changes in budgets without affecting frontline officers," she said.

The government has earmarked ?600 million for Games security, which May pledged would be protected from spending cuts imposed on public services including the police.

The exercises, beginning in the coming weeks and running until shortly before the Games start on July 27, 2012, would also prepare police and key organisations for threats such as large protests and organised crime.

"All the sorts of things that could possibly happen in any event, we are going to test it," said Allison.

Recipe Shoebox: Bratwurst in a Slow Cooker

I love brats. (No not brats, as in undisciplined people, but as in bratwurst). Maybe it's because I grew up in the mid-west and we had them every summer on the grill, or maybe it's because they just taste so much better than hot dogs or maybe it's because I love cooking on a grill. In any case I love brats. Unfortunately, I do not have a grill. I have learned to cook them in the oven and that works just fine too, but when it's hot out, I don't want to turn on the oven. So, it's back to my trusty crock pot. I made these the other day for my family to see how well they would turn out (because I'm cooking a whole bunch of them on the 4th of July and I wanted to try out the crock pot.) They were a success and I fully intend to keep cooking them this way until I get my grill back.

The Ingredients:

1 package Bratwurst
1 onion
apple juice
Dijon mustard (optional)

The Directions:
Brown the sides of the brats in a skillet on the stove. (This will let them still have a nice coloring afterwards like the grill)Meanwhile, slice your onion.If desired, mix some apple juice with a couple spoonfuls of Dijon mustard. Place a layer of onions on the bottom of the crockpot. Top with the brats, and then place the rest of the onions on top. (If desired you could also slice up a green pepper to put in here as well. I personally like it with peppers and onions, but my husband is a brat purist)Cover the brats with apple juice*.Put on lid and cook in crock pot for 5-6 hours on low or until juices runs clear. Because you browned them beforehand you may not actually cook them that long.

Remove when done and serve with crusty or hogie buns and whatever condiments you like. I like just ketchup and relish. My hubby likes relish, horseradish and ketchup. My boys like them plain.

If you are into tailgating (with college football season coming up) then this is a great way to cook your brats. *There are plenty of recipes out there for cooking brats in beer in a crockpot. I don't drink beer, so therefore this is with the apple juice substitution.

Ailing Portugal reels from credit downgrade (AP)

LISBON, Portugal ? Portugal's financial plight deepened Wednesday, with borrowing rates jumping higher and stocks slumping after its bonds were downgraded to junk status. Spain and Italy were dragged into the downturn, adding new momentum to Europe's sovereign debt crisis.

Portugal's hopes of slowly emerging from its debt crisis were knocked by ratings agency Moody's, which downgraded Portugal's debt four notches Tuesday and said the country will likely follow Greece in needing a second rescue package.

Portugal took a euro78 billion ($112 billion) bailout from its European partners and the International Monetary Fund earlier this year after nervous investors began charging it unsustainably steep returns on loans.

After the abrupt worsening of Portugal's financial situation, neighboring Spain immediately suffered a knock-on effect, with Madrid's main stock index down 1.5 percent and bond yields up. Spain, a much bigger country, until now has managed to dodge major fallout from the continent's fiscal woes.

The jitters were even felt in Italy, where stocks were down 2 percent on concerns that spending cuts might not be enough to bring down high debt.

The idea that the crisis might grow to engulf larger economies is a looming threat for markets. Rescuing Spain and Italy would be many times more expensive than all the bailouts the EU has paid for so far.

"The increasing risk is Italy gets caught up further in the contagion, and the bond market vigilantes dictate a more abrupt pace for its adjustment," said Alan Ruskin, an analyst at Deutsche Bank.

The Moody's downgrade ? viewed by some analysts and officials as unexpectedly harsh ? triggered new outrage in Portugal, where austerity measures over the past year have included tax hikes, pay freezes and welfare cuts.

Portuguese Prime Minister Pedro Passos Coelho said the downgrade was "like a punch in the stomach." Fernando Faria de Oliveira, the head of Portugal's largest bank, the state-owned Caixa Geral de Depositos, called it "immoral and insulting."

Even Barclays Capital Research said the severity of the downgrade was surprising, adding it "seems more like a reaction to the Greek situation."

The tensions were nevertheless reflected in a Portuguese bond sale. Although the national debt agency managed to raise euro848 million ($1.2 billion) from markets, investors demanded a high return. The yield in the sale of 3-month Treasury bills was 4.926 percent ? up from 4.863 percent on the same bills in mid-June and not far from the record 4.967 percent on June 1.

The yield on Portuguese 10-year bonds rose to 12.2 percent, while the Lisbon stock exchange fell 2.4 percent with banks leading the decline.

Part of Moody's rationale for the downgrade was that the EU's determination to get private sector investors to share the burden of bailouts, as being discussed for Greece, increases the chances of Portugal being shut out of the market beyond 2013, when it hopes to resume bond issues.

Amadeu Altafaj Tardio, a spokesman for the EU's Monetary Affairs Commissioner Olli Rehn, said "the timing of Moody's decision is not only questionable but also based on absolutely hypothetical scenarios which are not in line at all with the economic program."

"This is an unfortunate episode and it raises once more the issue of the appropriateness of behavior of rating agencies and of their clairvoyance," Tardio said in Brussels.

German Finance Minister Wolfgang Schaeuble expressed surprise, too, saying in Berlin, "I ... cannot see what this decision is based on."

Schaeuble said Portugal "is not only fully on course but even ahead of the curve" in implementing the bailout measures. "That means there is, from our point of view, no basis ... for such an assessment, at least at this early stage," he said.

Portugal nevertheless faces a daunting task in reducing its debt load ? it is in a recession, with its economy expected to contract 4 percent through next year, and unemployment stands at a record 12.4 percent.

A center-right coalition government that took office last month has promised to abide by debt targets and economic reforms demanded in return for the bailout. It has already introduced new austerity measures, including a one-off supplemental tax on personal income this year, and said it would accelerate a privatization program.

The grim economic prospects will likely make it harder for Portugal to settle its debts, propelling it into a downward spiral, and fuel investor worries about the 17-nation eurozone's fiscal health, especially as Greece struggles to restore market confidence.

The government debt agency said last week it wants to raise up to euro6.5 billion in Treasury bill auctions over the next three months.

In Spain, the difference between the yield on the 10-year government bonds on the secondary market and the benchmark German equivalent, edged up to 262 basis points Wednesday after closing at 247 Tuesday. The jump was significant, but remained far below the 300-point high reached last week amid fears of contagion from the Greek debt crisis.

Spain's Treasury will test market confidence in the country's ability to handle its debt with three- and five-year bond auctions on Thursday.

GOP uses budget, other tools to sap financial law (AP)

WASHINGTON ? Congressional Republicans are greeting the one-year anniversary of President Barack Obama's financial overhaul law by trying to weaken it, nibble by nibble.

Wary of attempting to dismantle the entire statute and being portrayed as Wall Street's allies ? banks are among the nation's most unpopular institutions ? GOP lawmakers are attacking corners of it. They can't prevail because they don't control the White House or Senate, but they may be able to force some compromises on agency budgets, pressure regulators and influence some of Obama's nominations.

Days ago, one Republican-run House committee approved bills diluting parts of the law requiring reports on corporate salaries and exempting some investment advisers from registering with the Securities and Exchange Commission. Another House panel voted to slice $200 million from Obama's $1.4 billion budget request for the SEC, which has a major enforcement role.

Meanwhile, Senate Republicans are continuing a procedural blockade that has helped prevent Obama from putting Elizabeth Warren or anyone else in charge of the Consumer Financial Protection Bureau, which opens its doors in two weeks.

The law hurts "the formation of capital, the cost of capital and access to capital, and you can't have capitalism without capital," said Rep. Jeb Hensarling, R-Texas, a leader of the House Financial Services Committee. "So Republicans in the House will be examining each and every one of the 2,000-plus pages" of the law, which he called "a job creator's nightmare."

Confident that Obama and the Democratic-controlled Senate can prevent the House from doing major damage, Democrats view the Republican drive as a political exercise ? for now.

"It's mostly setting a marker for the election. And it helps with their campaign contributions," said Rep. Barney Frank, D-Mass., who chaired the Financial Services Committee last year and was a chief author of the law. "But it also tells people in the financial community that if they win the next election, they'll be able to undo it all."

The financial industry leans Republican in its campaign contributions but not overwhelmingly. Sixty-one percent of the $9 million that commercial banks gave federal candidates for the 2010 elections went to Republicans, while 54 percent of the securities and investment industry's $9 million went to Democrats, according to the nonpartisan Center for Responsive Politics.

Democrats are using the GOP drive for their own fundraising.

In one email sent last week under Frank's name soliciting money for House candidates, the party wrote that Republicans want to "bring back the days of unrestrained excess, deception and de-regulation of Wall Street." The mailing called it "payback to their big contributors in the financial services industry."

Obama signed the banking and consumer protection measure last July 21, a keystone achievement that responded to the biggest financial crisis and most severe recession since the 1930s. It passed Congress with solid Democratic support and near-uniform GOP opposition.

Among its provisions, the law:

? Created the consumer protection agency to oversee mortgages, credit cards and other financial products.

? Established a body of regulators to scan the economy for threats to the financial system.

? Required banks to hold back money for protection against losses.

? Curbed the trading of derivatives, speculative investments partly blamed for the 2008 financial crisis.

? Gave the Federal Reserve powers to oversee huge companies whose failures could jeopardize the entire financial system.

Yet the law was just a start, since it ordered federal agencies to craft rules to enforce it. As of July 1, out of an estimated 400 regulations to be written, 38 are complete. That leaves 362 proposed, facing a future deadline or having missed due dates for completion, according to the law firm Davis Polk.

Republicans say the overhaul went too far and has saddled banks and other companies with requirements that harm their competitiveness. The House Financial Services panel alone has held more than a dozen hearings on the law, in part to underscore to administration witnesses that some provisions ? like forcing banks to hold back capital as a hedge against losses ? will hurt business, according to the committee's chairman, Rep. Spencer Bachus, R-Ala.

"What we are doing is rational, it is sensible, it is entirely practical, it is compassionate," said Rep. Nan Hayworth, R-N.Y., a tea party-backed freshman on that panel. "So we are doing the right thing, and it behooves the Senate and the administration to follow suit."

The highest-profile fight has been over Warren, picked by Obama to set up the new consumer bureau. Many Democrats and liberal groups want her to become its first director.

Following a May clash between Warren and a House subcommittee chairman, House Oversight Committee Chairman Darrell Issa, R-Calif., plans to question the Harvard law professor and long-time consumer activist at a July 14 hearing about her role shaping the new agency.

Meanwhile, 44 GOP senators have promised to block a vote on any nominee unless the bureau is made "accountable to the American people" by replacing the director with a board of directors and giving Congress control over its budget. Forty-one senators can prevent a nomination from coming to a vote.

"You try to get leverage where you can. In the Senate, nominations are your leverage," said Mark A. Calabria, who monitors financial regulation at the conservative-leaning Cato Institute.

On another front, Republicans want to cut the budgets of agencies that are supposed to enforce the overhaul.

Besides denying the SEC extra money next year, the House Appropriations Committee would limit the consumer protection bureau to $200 million, well below the $329 million Obama wants. The full House has voted to hold the Commodity Futures Trading Commission, which oversees derivatives, to $171 million, short of this year's total and less than two-thirds of what Obama wanted.

Republicans cast the cuts as part of their deficit-cutting drive, but Democrats say the reductions are designed to obstruct the new law.

SEC Chairwoman Mary Schapiro said in a speech this spring that budget cuts would mean "an investor protection effort hobbled."
